Amazing black heart cotton, with accent solid black ruffles! This has six layers of ruffles with lace trim, and scrunches around the ruffles to make them extra puffy!! Very very fluffy! This is about 25/26” in length, elastic waist 30”-46” and I can change this up or down a few inches if you need, at no extra cost.
